Use the meeting upload to transcribe and summarize a hearing, panel, or other meeting after the event has ended. You can submit a supported recording URL or upload an audio or video file from your computer.
This workflow is for completed recordings. To cover an event while it is happening, use Live Meetings instead.
Start a new meeting
Open Hearings & Meetings from the Rescript sidebar.
Select New meeting or find a hearing via the Congressional Calendar.
Choose how to provide the recording:
To use an online recording, paste its URL into Link to meeting, then select Retrieve. Rescript can retrieve supported YouTube recordings and recordings from supported House, Senate, and government meeting pages.
To use a recording saved on your computer, select Upload File. File uploads support MP4, M4V, and MP3 files.
If you submit a URL, Rescript checks that it can find the recording and that the event is no longer live. It may also fill in meeting details that it can identify from the source page.
Review the meeting details
Before uploading, review or complete the following fields:
File Upload: For a local recording, choose the MP4, M4V, or MP3 file you want to process.
Type of Meeting: Choose U.S. Congress, State Legislature, or Other (e.g. Think Tank Panel). Rescript uses this selection to determine which group of members it should try to identify automatically.
For U.S. Congress, choose the committee and, when applicable, the subcommittee.
For State Legislature, choose the jurisdiction and organization.
For Other, enter the organization name.
Witnesses and Non-Member Speakers: Optionally add known speakers to improve automatic speaker identification. Press Enter after each speaker.
Date of Meeting: Add the meeting date.
Meeting Title: Enter the title that should appear in Hearings & Meetings. This field is required.
Memo Type: If your workspace has multiple memo formats, choose the one Rescript should generate. If your workspace has only one format, Rescript selects it automatically.
Upload and monitor processing
Select Upload Meeting.
If you are uploading a file, keep the page open while the upload progress bar is visible. Rescript warns before uploading files larger than 1 GB; files larger than 2 GB are not accepted.
When the upload is received, Rescript returns you to Hearings & Meetings and continues processing in the background.
Use the Completed filter to find the meeting. Its status shows the current processing progress.
When the status changes to User Action Required, open the meeting to review the identified speakers and transcript.
Review and edit the completed transcript
Open the meeting and select the Transcript tab. The video and transcript appear together so you can check the transcript against the recording.
Rename the meeting: Select the meeting title at the top of the page and enter the corrected title.
Edit transcript text: Select the text in a transcript row and type your correction. Changes save automatically. Press Enter to finish editing, or Shift+Enter to insert a line break.
Correct a speaker: Select the speaker name above a transcript row, then search for and select the correct person. The menu includes people already identified in the meeting and other available members.
Review uncertain speakers: Select Jump to next speaker to move through speaker assignments marked ID Uncertain: Review Recommended. The control shows how many uncertain assignments remain.
Add a transcript row: Select Add line above on the row where the new text should appear.
Merge transcript rows: Select Merge into previous line to combine a row with the one before it.
Delete a transcript row: Select Delete line to remove an incorrect or unnecessary row.
Undo or redo changes: Use Undo and Redo in the transcript toolbar. You can also use your standard keyboard shortcuts.
Check the recording: Select a timestamp to move the video to that point while reviewing the transcript.
Review and edit the summary memo
After you confirm the speaker assignments and Rescript finishes drafting the memo, select the Summary tab. The memo includes an Executive Summary followed by section summaries linked to transcript timestamps.
Review the executive summary for the main themes, decisions, and action items.
Review each section summary against its timestamp and the corresponding recording and transcript.
To edit the memo directly, select the text you want to change and type. Changes save automatically.
Press Enter for a new paragraph or Shift+Enter for a line break.
Use Undo and Redo in the Summary toolbar, or your standard keyboard shortcuts, to reverse or restore changes.
Select text to use the available formatting controls for bold text, italics, headings, or lists.
If the Summary tab is unavailable, finish reviewing the speaker assignments first. Rescript drafts the memo after that review stage.
Use chat to review or revise the meeting
Use Ask anything about this meeting at the bottom of the workspace. Chat uses the meeting transcript and, once available, its summary as context.

For example, ask chat to:
Summarize the key points, decisions, and action items with timestamps.
List each speaker's main positions or concerns with timestamps.
Find what was said about a topic, person, or bill and include timestamps.
Compare different speakers' positions on an issue.
To focus your question on a specific passage:
Highlight text in the Summary or Transcript tab.
Select Add to chat.
Add your question or instruction and send the message. The selected passage appears in the message box as removable context.
To ask chat to revise part of the memo:
Highlight the passage in the Summary tab and select Edit this.
Tell chat how you want the passage changed.
Review the proposed edit as a redline in the Summary tab.
Select Accept, Edit, or Decline:
Accept applies the proposed change.
Edit lets you revise the proposed text before selecting Save and accept.
Decline keeps the current summary unchanged.
Chat does not apply a proposed summary edit until you approve it.
Open Chat options to turn web search on or off. Turn it on when your question needs outside information in addition to the meeting; leave it off when you want the answer based only on the meeting.
Export, share, or organize the meeting
Open Actions to:
Select Export Transcript to download the transcript.
Select Share to give another person access to the meeting.
Select Organize into Folders to add the meeting to one or more folders.
Select Delete to remove the meeting.
If a recording cannot be uploaded
Confirm that the event has ended. Meeting uploads do not process an active livestream.
If Rescript cannot retrieve a recording page, try a direct YouTube recording URL or download the recording and use Upload File.
For a file over 1 GB, consider reducing the file size first, especially on an unstable connection. The maximum file size is 2 GB.
If your workspace has reached its monthly meeting limit, contact the Rescript team to increase the limit.
